This is perfectly within the authority of the pope to allow or disallow for the Latin Rite.
The problem is that Francis isn't pope and even if his motives were pure, it isn't going to gain him more priests or grow the sect. No one is interested in a career in his sect and its population is not sustainable.

This was bound to happen on a larger scale. Mainstream vocations are in the toilet for nearly all of the West. There's three places I know that reversed that (Lincoln, NE; Michigan; Guadalajara, Mexico) and that's because they're actually teaching the Faith.

So, it seems that the cardinal wants married priests and women priests at this synod in Rome. That's a great way to start an Anglican-lite schism.
